   This is _very_ expensive to do with microwaves, but quite easy with cheap sun   
   light. Perhaps you should think in terms of using a solar sail to match orbits   
   with the comet, then using the solar sail as a solar concentrator to heat it   
   up.   
      
   This is to place fuel closer to us to mine.   
      
   OK, yes, comets can be used as a source of water for fuel, reaction mass, etc.   
   And mining it from comets is something which we will probably do in the future.
