   Hmm.  There probably *is* a finitely-small reponse time for the solar   
   arrays plus the power-control electronics behind them.  But I'd expect it   
   to be milliseconds at most, more likely microseconds.  Any spin rate fast   
   enough to cause that sort of problem would involve serious risk of   
   structural failure, and in any case would probably be unrecoverable.
