   Whilst that is partly a factor, there's a simple demand issue - all   
   things being equal, more people will want a nice quiet risk-free holiday   
   than will want an Exciting! Risky! one.   
      
   (Compare the market for "package holidays to go lie on a beach" with the   
   market for "package holidays to go mountain-climbing")   
      
   Hypothesis: This is a simple linear relationship. If so, that'd suggest   
   an explanation for your observation - the more people want to do   
   something, the more economies of scale will kick in and make it cheaper.
