   I *think* so, although I'd want to check up before putting a bet on it. :-)   
      
   Still an issue, though, because increasing the background even a few   
   degrees noticeably reduces how much heat a radiator running at 20K can   
   get rid of.  And its heat dissipation capability is none too high already,   
   since heat radiated per unit area scales with the *fourth power* of   
   temperature.
