   How true.  Just look at the space shuttle.  ;-)   
      
   Seriously though, when it started flying, it couldn't launch the payload   
   mass advertised.  It never met its projected high flight rate and was   
   therefore never able to meet it's low cost per flight goal.   
      
   Hope for the best, but plan for the worst.
