   Victoria moves to stage 4 lockdown

   At a news conf still ongoing, Prem Andrews has outlined a stage 4   
   lockdown will start from 6pm tonight for Melb and Mitchell Shire.   
   Rural Vic will move to stage 3.   
   The new measures include:   
   * Vic is now under a state of Disaster in addition to an Emergency.   
   * In Melb and Mitchell Shire will be an 8pm-5am curfew. Unless it's   
     related to going to/from work or medical care no-one will be allowed   
     outside their homes.   
   * All non-essential businesses will close.   
   * All schools will close. At present only y11&12 are at school and   
     they will move to remote learning.   
   * Only 1 person from each household is allowed to go shopping and they   
     must stay within 5km of their home.   
   * Only 2 people from each household are allowed to go out for   
     exercise which is limited to 1 hr per day and they must stay within   
     5 km of their home.   
   * Public transport will only operate on normal schedules until 8pm.   
   * Childcare will be limited to people who work in vital jobs or   
     children that are at risk.   
   Mr Andrews said experts had told him that on the present track Vic   
   would take 6m to suppress the epidemic.   
   That was unacceptable, the Prem said, and he was forced to move to   
   level 4 lockdown which will hopefully get case numbers down to low   
   levels in the next 6 wks.   
   Mr Andrews emphasised an increased level of policing will see small   
   infractions fined on the spot and blatant bad behaviour prosecuted.
