They find Feb's lower trop 3-10 km above sea level was +.20       above average making it the 7th warmest Feb for the atm overall.              Despite the world being in a La Nina, and likely to remain there until       mid-year, Feb 2021 was warm enough to score a near record Feb for the       atm above the N Temp Zone ocean.
