   It's just the pronunciation of those who are fraffly well-spoken, and   
   rhymes with the way they pronounce "spoken" - in front of their teeth,   
   with lips pursed.   
      
   They, of course, accuse those they regard as less well-spoken of   
   "swallowing their vowels".
