   Founded 2003 by Jeff Rubin, an American consultant on writing and   
   design, "to increase public awareness of the importance of correct   
   punctuation."   
      
   I'm wondering just what the founding act consisted of? Sending out a   
   press release? Notifying the National "National Day" Bureau?
