         i think....     The car that strikes comes from  behind the Dash-Cam car   
   (POV).   
      
      
         the Dash-Cam (POV) car  shouldn't have  wandered to the far side lane.   
           --------  is this collision  (pattern / scenario)  common in USA, etc?   
      
        the Dash-Cam (POV) car  is at  30%  fault ?
