That article says, that Ashkenaz was meant for the so called 'Skytians'
and later (in medival times) for Germans.

The Scythian lived in the region, which is today Ukraine, Belarus and
   Russia.

There was a country named Khazaria. These were actually Scythians and
   the country converted to Judaism.

   Quote

"The late 19th century saw the emergence of a theory that the core of
today's Ashkenazim Jews are descended from a hypothetical Khazarian
Jewish diaspora that migrated westward into modern France and Germany."

So, the most common type of Jews had roots in what is today Ukraine.

Possibly the Ashkenazim found out, that Palestine is annoying and
Ukraine far more habitable than the near East.

Also Russia and Germany are eventually there for support.

Then the only problem remains, how to get rid of the Ukrainians.
