Over a man's lifetime, you're looking at only a handful of neutrinos
(none, one, or maybe ten-ish) actually hitting a particle in his body.

:If space is filled with those and 'photons' encounter those then 'tired
   light' (redhift) would happen?

Photons and neutrinos don't share an interaction channel, so they just
pass right through each other. There's a theoretical pathway with vir-
tual particles where some interaction could happen, but it's negligi-
ble to the point of being a non-issue.
