   He had both houses on his side and couldn't ditch Obamacare. He got Mitch to   
   get his three Supreme Court nominees. He got Congress to pass a deficit   
   busting tax breaks. Other than that, he got less done than Jimmy Carter.   
      
   On the other hand, his pandemic response was disasterous. Except for
