In Civilization V the enemy makes constant bids for peace and I usually
give in eventually, especially if they offer me something pretty (like
50 hostages but usually more like an entire city).

It's like you know you should continue the war because of the benefit
being reaped, but it reduces warmonger reputation when one ceases fire
and getting a city in the process is like you had continued fighting for
awhile even though everybody's now happy.

Except: Possessing a city that used to belong to the enemy is a constant
negative on race relations for the two of you.

Disclaimer: This is just a video game and as such is not "reality".
