   It can be effective if it makes the authorities fear being accused of bias   
   or misconduct. I saw that in the US Army in Germany in the early 70's.   
   Charging a black soldier with a drug offense brought a horde of civil rights   
   lawyers attacking the officers involved, with the result that discipline   
   nearly vanished. Barracks inspections stopped so they wouldn't have to   
   ignore the punchbowls of hashish etc. One man walked around with his heroin   
   works visible in his shirt pocket. Nevertheless normal activity continued,   
   the small percentage who make everything happen continued to and the rest   
   stayed out of our way, less troublesome high than drunk.   
      
   A psychiatrist I knew (socially, not professionally) participated in an   
   experimental reenactment of Kent State, on both sides. When playing a Guard   
   member she had felt threatened enough to fire.
