   As the lessee the city of Seattle is liable for the actions and damages of   
   those people they admit into the property they leased.   
      
   That is basic property law.   
      
   So if they engaged in criminal activities the city has responsibility for   
   that.   
   If they damaged the property the city is responsible for that   
   If repair or renovations are needed due to those the city housed there, then   
   the city is liable.   
      
   That is very basic property law.   
      
   If I lease a room and throw a party there and one of the people I have there   
   rapes a girl... I would share responsiblity for those actions.   
   If they kick out a window and piss on the carpet.. I would have to pay for   
   the damages.. including lost rent while that room is out of service.   
      
   Na, the city doesn't have a leg to stand on, and while they wait the bills   
   will continue to pile up.
