   EXECUTIVE SUMMARY:   
   Background:  Television is no longer a luxury item in your daily life; rather   
   it has become an essential part for your education, entertainment and   
   information. The people of Afghanistan are experiencing Television   
   Broadcasting for nearly five decades.    
   Now, you are getting access to the TV-media nationally, internationally   
   through Satellite Broadcasting system, for your entertainment, education and   
   information. The debut of digital technology has geared up the expectations of   
   your viewers in many folds.   
    Now, Afghanistan people expect more entertainment & information in   
   multi-dimensional variations, and which are educative and meaningful rather   
   than mere entertainment. You know that effective communication process is the   
   main element of a progressing    
   society and Television is one of those now. Through TV-medium, members of your   
   society are sharing their experiences, ideas and knowledge. They understand   
   each other and generate a collective wisdom for the welfare of the society.   
   Today, various types TV    
   Channels are emerging through Satellite system. The country like Afghanistan,   
   the TV-market becomes so attractive, that more than 25/26 Satellite channels.   
   Are on-airing their daily programs for entertainment and infotainments. These   
   are enabling people    
   world over to interact and learn from each other at a tremendous pace. This   
   media is not only bringing people nearer, but also bringing the communities   
   together and thus turning it to a global village.      
      
   Justification: The digital phenomena have merged together the Information   
   Technology and the Media Technology by giving to a new dimension to the TV   
   Broadcasting system. And the other private TV Channels (Satellite) are trying   
   their best to fulfill the    
   many-fold demands of your viewers. But these are not enough to fulfill the   
   multi-dimensional demands of the viewers of home and abroad. In this   
   opportunity, considering the ‘Free Air” policy of the Govt. this new   
   channel is aiming to be the first 24-   
   hour ‘exclusive entertainment/News TV-channel in Afghanistan.    
   Aims & Objectives: This is aimed at introducing the state-of-art digital   
   technology in the TV broadcasting system and strengthens your Media   
   Communication to set              new benchmarks for Digital Afghanistan in   
   the socio-cultural as well as    
   economic development.   
   	To contribute to the social awareness, poverty elevation, increase of   
   literacy, population control of the country, to up-hold your democratic   
   practices and to motivate the people in the activities of national development   
   sectors.    
   	This will be the showcase in the socio-cultural & economic issues of the   
   country and thereby creating an impact in the minds of the people to be   
   motivated in the national developments activities.

   local products through advertisements and other related programs.   
   	This will extend our programs market in home and abroad and will create

   Entertainment/News channel will be based at Kabul city. The content of the   
   channel will be available to all the cable & satellite viewers, and the   
   programming would be the mix of two languages –Local (the majority of the   
   programming) and English. In    
   parallel to the exclusive entertainment programs, cutting-edge news bulletins,   
   well packaged current affairs programming, the channel expects to set new   
   benchmarks for the rest of the market to follow. The channel’s production   
   trend will be on multi-   
   definition technology platform i.e. compatible with both Standard-definition   
   and High-definition work-flow in most areas. This will hire a suitable   
   transponder of better foot-print for Afghanistan and ensure high quality   
   signal delivery to its viewers.    
   Activities of the Channel: This shall be the 24-hours local channel that will   
   provide all sorts of entertaining programs, such as all Musical programs,   
   Drama, children’s show, magazine, News as well as information-based programs   
   covering current-   
   affairs, lifestyle, discussions etc. The programs will be presented in Pashto   
   and English. This will be operating as a standalone facility from its two   
   studios and other production facilities.   
      
   A tentative schedule of project management & implementation: The operation of   
   the channel shall be accomplished from Kabul, and will have 10/12 bureaus   
   located strategically across the country based on cultural importance of the   
   cities with respect to    
   the urban and rural cultures. The channel will be broadcasting free-to-air on   
   Satellite, C/KU-Band.
