   The Indian consulate in Herat in western Afghanistan was   
   attacked on Friday by four heavily-armed terrorists, who   
   were subsequently killed in an encounter with Indian and   
   Afghanistan forces.   
      
   India has attributed the pre-dawn strike to terror   
   elements 'beyond the borders' of the war-torn country. No   
   terror group has claimed responsibility for the attack so   
   far.
