The big question       is why two places? Nothing is likely to change the present situation.       As the EU moves east it might be more logical to move the "Capitol"       to the east. Vienna, for example?              It has to be a relatively cosmopolitan city that people want to live and       work in. Certainly, Paris is the center of the universe and would       served that purpose (I live here by choice). I personally       think Strasbourg, bordering on France and Germany and has some elements       of Germanic culture, qualifies as a "cosmopolitan city".              As for Brussels, is has long served as the administrative center for NATO       and has a "cosmopolitan" character. The only criticism of Brussels       I have heard was devastating. Woody Allen once said that Brussels       made Philadelphia look interesting.
