It's a bit of a taboo topic, but in Catalonia most of the top jobs in the
host of public-private enterprises (and here I would include bodies with a
political contingent on the board such as the caixas and their industrial
holdings) go to the ethnic Catalans. As an example of this, the staff roll
of academics at Pompeu Fabra University show that those on permanent
contracts generally have both surnames as identifiably Catalan, while those
on temporary contracts tend to be 'xarnegos' of non-Catalan extraction,
though often better qualified. The same is true of CCRTV (TV3, C33,
Catalunya Rŕdio).
Ethnic Catalans who are not 'de bona família' (typically monied conservative
Catholic, nationalist or not) are also effectively excluded from this
socio-ethnic discrimination. It's a defensive, clannish, zero-sum mindset.
Whether or not you take it personally when it acts against your interests
depends on you, but few would dispute that its consequences are
counter-productive, as economic reports are increasingly starting to reveal.
