   Indeed, although Japan lacks military or nuclear strength as well.   
   Having nukes is pretty much the prerequisite for permanent   
   membership on the Security Council.  It is no accident at all   
   that all 5 current members are nuclear, further evidenced that   
   after 20 years of pretending Taiwan was the real government of   
   China, this policy was quickly abandoned and China admitted   
   shortly after exploding its first nuke in the 1960s.  I've often   
   wondered why India, with a population nearly as large as China's,   
   has been so ignored over the decades.  It is because they didn't   
   have nukes!  But the world has been paying much more attention   
   to India since they reactivated their nuclear program 6-7 years   
   ago, so I expect Security Council membership is already being   
   considered.
