   I saw a talking head lawyer on TV type explaining that   
   necessity is a defense for looting.  I suspect that was   
   correct - for food, water, etc.  Not for electronics,   
   jewelry, etc.

   The situation as portrayed on the news is of a total   
   societal breakdown.  There is no "law" but the law of   
   survival and power.

   According to the arithmetic provided by the news (perhaps   
   100,000 to be evacuated, at a maximum rate of 15,000 per   
   day), there could be thousands in extreme peril awaiting   
   evacuation due to lack of water.  Most of them look like   
   they could go awhile without any food...   
      
   This is a true survival situation, with those who had the   
   supplies, wherewithal, and foresight to get the hell out of   
   town surviving, albeit in discomfort; while those with no   
   "cushion" whatsoever, no resources to get themselves out,   
   are left to fend for themselves in nightmarish conditions.   
   It looks like the people left in New Orleans are mostly   
   welfare clients who have lived on government assistance for   
   years, if not generations.  I know, that looks racist, since   
   they are almost all black.  Well, tough.  That's what it   
   looks like.   
      
   Anyway, the years of dependence have apparently convinced   
   them that the government is capable of always meeting their   
   basic needs, no matter what happens.  With conditions beyond   
   anyone's ability to help them, they are truly on their own,   
   at least for a few days, and with no way to cope with the   
   situation - a situation that is life-threatening.  Perhaps   
   some of the survivors will reconsider the efficacy being   
   totally dependent on the government.  OK, no they won't.  Oh   
   well...
