   To the People of Germany:   
      
   Please forgive U.S. President George W. Bush's inappropriate   
   sexual touching of German Chancellor Angela Merkel.   
      
   Our American President is profoundly retarded, and cannot   
   be held responsible for his own actions.  We ask for your   
   compassionate understanding.   
      
   It you carefully examine the series of photos, it possible   
   that Bush's intent was not at all sexual in nature.  He was   
   perhaps attempting merely to get his hands around her neck,   
   in an effort to make his own "regime change", as has   
   frequently been his style.  Please be assured that any   
   ill-considered attempt at regime change would have been done   
   purely with the best interests of the German people in mind,   
   just as he has had the best interests of the Iraqi people   
   in his heart.   
      
   When you judge America, please remember to have a sense   
   of fair balance, and not to blame all Americans with the   
   same, broad brush.    Our national leaders, because of their   
   limited mental capacities, are completely innocent and   
   blameless human beings.  It is the everyday and average   
   Americans, all across the country, who repeatedly elect   
   these leaders, who must ultimately accept the responsibility.
