   That's right. It's not true. Or at the very least it's at least a   
   distortion of the facts.   
      
   1) Your number isn't right. As best it can be determined, the number   
   was around 41 million prior to the ACA. But you being only 15% off is   
   probably the best we can hope for.   
      
   2) Public hospital Emergency Rooms treat all comers, whether they have   
   insurance or not. So a big chunk of that 'uninsured' still have   
   always had access to health care.   
      
   3) Around 20% of the 'uninsured' also aren't Americans. That brings   
   us down to around 37 million Americans uninsured prior to ACA.   
      
   4) A big chunk of that 'uninsured' are uninsured by choice because   
   they're young and healthy and paying for health insurance is a net   
   economic lose for them. This is why part of the ACA is FORCING those   
   people to buy health insurance. Their premiums subsidize those for   
   the sicker folks. That's a group that would be better off getting   
   catastrophic care insurance and not bothering with regular health   
   insurance, but if they exercise that option now the government 'taxes'
