   The thing about a majority government is there doesn't tend to be a whole hell   
   of a lot of difference between proposals and actions if the government is   
   actually serious about the proposal. In this particular case the math is even   
   more favorable because    
   he'll likely pick up a lot of opposition support (particularly the 58 Scots   
   MPs who are in Opposition) if his devolution proposal is extreme enough that   
   his caucus considers voting no.
