Ignoring your last sentence, it is possible to do this reasonably safely
using Reunion (which is Mac only). The file is kept in a Dropbox account
to which both/all collaborators have access.

It works because Reunion files each item of data as it goes along,
rather than when the user hits Save.

I can see a clash when both users are working on the same field of the
same person at the same time, but this is unlikely in the real world.

And, of course, if the users have iPads or iPhones they can work on the
   data from them too.

Alas, not an option for Windows users.
