   A few years ago I got a reprint of a history of rationing that was   
   reprinted by the IWM.  Very interesting description of what was a   
   complicated system.   
      
   It made me wonder whether the present day civil service would be capable   
   of organising such a complex system?  They would be sure to want to use   
   computers and it would end up a complete mess whilst the WWII system ran   
   with little pieces of paper.
