For an explanation of the "up to three years" see the section
Why is the 1921 census not on Ancestry? at
   https://www.whodoyouthinkyouaremagazine.com/feature/when-will-th
   -1921-census-be-available/
The 1921 census will be exclusively available on Findmypast for up to
three years (until 2025), after which The National Archives (TNA) will
be able to set up deals with other partners such as Ancestry,
   TheGenealogist or MyHeritage.

Writing "up to three years" means FMP don't need to update their
explanation as time goes by and they don't need to give a clear
   exclusivity end date.
