   I'm just amazed that there are any State or Federal exceptions to the   
   non-discrimination Constitutional clauses based on residence.  Of course   
   there are not any exceptions.  This is just

   I think you misunderstand Simpson's point.  "Locals" squat on the public   
   right of way and leave their driveways empty.  On street parking is   
   allocated in part on the assumption that "locals" take care of their own   
   ongoing parking on their own property.  If the evidence indicates   
   otherwise I have no problem taking an additional 6 feet of front yard   
   for angle in parking.  See how fast they clean up their act with that.
