   And this somehow conveys upon them special rights to the the public   
   ways? As long as there is public generalized financing of municipal   
   roads, they've no special rights. "Permit Parking" is no different than   
   selling the Brooklyn Bridge. People who choose to live in outmoded   
   pre-automobile ghettos should be punished, not rewarded for their   
   excessive consumption of scarce public resources.
