   If an "outsider" has "no business" in the neighborhood they would not be   
   parked there.  The only exception to this that I can think of is in New York   
   City where people who live in Manhattan park their cars on the streets in   
   the outer boroughs near subway stations and "visit" them once a week on   
   alternate side parking day.   
      
   If an "outsider" is in the neighborhood to patronize a business, to go to   
   school, use a park or beach, or for any other purpose he or she has   
   "business" there.  New York State has restricted the ability of communities   
   to enact resident permit schemes because many beach towns tried to prevent   
   "outsiders" from using "their" beaches by making it impossible to park   
   anywhere near the beach.
