   Just the same as Grozny, Russia, and also China,  will cover the cost of   
   rebuilding Mariupol.   
   It is assumed population of Mariupol will be treated as POW's as long as they   
   still swear allegiance to Zelensky. I suppose Siberia is better than Mariupol   
   to live in.   
   Those citizens of Mariupol who wish not to fight Russia and go to Siberia will   
   get to return to Ukraine earlier. They can help rebuild Mariupol.    
    POW's from Mariupol who do not reside there go to Siberia. They are Ukrainian   
   army regulars.
