If you complete the configuration wizard and save changes in SCFG, the
"new_install" flag is cleared (set to false) automatically):
In a fresh/new install, it's set to "true":
$ grep -i new ../../../ctrl/main.ini
new_install=true
But just running "scfg" one time and saving changes, sets it to false.
