Add $(SBBSDIR) dependencies to various $(SBBSDIR)/* directory targets

If the $(SBBSDIR) didn't exist, the first 'cp -r' to it would create it, but
specific subdirectory (e.g. ctrl/) wouldn't be created, the contents would
just go directly into $(SBBSDIR). This fixes that.

e.g. 'make -f install-sbbs.mk SBBSDIR=~/test REPODIR=~/repo'
would create a bad install if ~/test didn't already exist.
