Add bbs.optext writable string property and OPTEXT @-code (for displaying it)

Similar to how the OPTEXT @-code is used on PCBoard.

You can do the same thing with the STR @-code (and the bbs.command_str
property) and similarly with the JS: @-code, but this is simpler for
sysops to use and doesn't get overwritten by anything the way bbs.command_str
does.
