Add new K_EXTKEYS mode flag for use with inkey(K_CTRLKEYS)

... for when a script wants to get all control key input but does *not* want
to translate its own escape sequences for extended keys (e.g. arrows, home,
end, page-up/down, etc.) and doesn't want to mess with
console.ctrlkey_passthru.
