The (SMTP) mail server now includes an optional "max msgs waiting" setting and
there's a user-exemption (W) that can be used to make specific users exempt
from this limit, should it be configured. 

This setting doesn't have any impact on other methods/protocols of receiving
mail messages (e.g. sending user-to-user mail via terminal server, QWK/FidoNet
netmail), so it doesn't achieve exactly the results described in this issue,
but I thought I'd capture it here anyway.
