wiki says that ForceReplace can be used as a global item as well as on a
per-area basis.  Realized one of the networks I am on does not have a replace
in their tic file for the nodelist. I added ForceReplace=TRUE to the
individual entry for that nodelist.

Doing so caused a bunch of files from another totally unrelated echo (and
network) to also be force replaced.  In other words, tickit is treating the
ForceReplace added as a per-area entry for one echo as a global item.
