Yes, it does but the dealer wins way to often. You get a 20? Dealer 21. You get a 21? Dealer gets a 21 for a push. It just feels like the dealer is OP and if you're winning you really don't want to play any hands. I play a number of 21 games on the cell and the algorithm or whatever it is for the dealer seems stacked.
