   I suggest that the solution is not due to their small population (the   
   land-mass is less than 5% of the USA, with a lot of permafrost), but to   
   their great political will.   
      
   When the USA had political will, it put a man on the moon, and brought   
   him back, within a decade. Great nations can do great things, but only   
   if they try.
