   Some of the recipients are all those ordained to bishop level or   
   equivalent or higher by human or humans, and all those ordained   
   by God, the all-governing someone,according to these five   
   criteria: (1) ability, (2) knowledge, (3) experience, (4) goodness   
   measure as defined by God, (5) subconscious interview conducted   
   by God. Worship of God is not required, so some good atheists   
   have been ordained by God. Nobody worse than minor criminal   
   has been ordained by God.
