   Capital criminals make up less than 15% of the prison population.   
      
   Larceny 35%.   
      
   The Government's murder in the first 50% of the time.  Drugs, weapons, willful   
   sexuality, whathaveyou.  This is prohibition as erroneous and abhorrent as   
   alcohol   
   prohibition.  Though drugs ought be marketed as medicine and poison, and not as   
   recreational party-fun.  And firearms, like bolt cutters to a burglar, or   
   gasoline   
   to a terrorist, or pens to graffiti vandal, ought not be possessed with   
   mal-intention.  If mere intention is enough to convict of crime, though   
   everyone   
   has good and bad intentions, and they teach intent and action must both be, in   
   law   
   school.  And when does an intent, become and attempt?  If I intend to make $1   
   Billion, you don't just give me the money.   
      
   As to larceny, there are 8 million cases of fraud in the U.S. yearly.  The   
   average   
   fraud is $130,000.  There is $1 Trillion in fraud in the U.S. yearly.  Are you   
   going to throw 8 million people in prison every year?
