   It's also the case that not all (or any??) stem-perissodactyls are   
   hooved, and even some crown-perissodactyls aren't (chalicotheres). I'd   
   say that convergence in hoofiness is considerably more parsimonious   
   given the data, even forgetting about Dollo's Law.
