They don't even expect to figure out how life       actually started on this planet. It is a search for something that may not exist. They are       just looking for intelligence capable of sending interstellar radio       signals. It is scientific in that it is just an observation of nature,       and they will have to try to interpret anything of interest that they       might observe. It would appear to be a waste of time because they know       that our own radio wave emissions probably become indistinguishable from       background radiation within a couple light years distance, and we have       only had such capabilities for a couple of centuries, and we have no       intention of sending out consistent signals that could be picked up and       interpreted at realistic search distances. They are hoping to find some       aliens willing to do something that we currently aren't willing to put       viable effort into. You have to depend on someone consistently sending       signals in your direction for, likely, centuries.              SETI has always faced these limitations, but some people just like to go       fishing. You should know why if you are a fly fisherman.
