   Maybe, maybe not.   
      
   My guess is that half of the previous consumers of opiates and cocaine just   
   switched to legal drugs like alcohol, Tylenol, Aleve, Motrin, Anacin, caffeine,   
   etc., and/or to other illegal drugs such as marijuana, speed, etc.   
      
   All prohobition does is make the problem worse.  Legalization and education   
   would make the problem better.
