   Since alcohol tends to fuel violent behavior (the only drug whose use alone is   
   positively correlated with violent behavior in the vast majority of studies)   
   and also tends to reduce inhibitions more than almost any other drug, it is   
   very logical to assume that alcohol is more likely to lead to an accidental   
   shooting than any other drug.   
      
   It would be difficult, though, to verify any of this since most users of   
   illicit drugs also use alcohol. And since alcohol is the most widely used   
   drug, the number of alcohol-influenced shootings probably are far greater than   
   any-other-drug-influenced shooting, so getting a good statistical comparison   
   would also be difficult.   
      
   And, as far as I understand, must underage shooting accidents happen among   
   kids who are not under the influence of anything other than lack of gun   
   safety training.
