   It IS entrapment for the police to set up a club in which an illegal   
   activity is encouraged, and then to enforce that law against those that   
   respond.   
      
   There was a time, under ex-mayor Tyrant Ghouliani, when undercover cops sold   
   pot in the park and then busted buyers for possession.
