   Yet, the prison guards, and most other state employees with still be   
   making more money and have better benefits than most productive private   
   sector workers.   
      
   All level of California government is bloated with gross inefficiencies   
   and far too highly compensated employees.   
      
   The state needs to go into receivership instead of all the idiots in   
   Sacramento rearranging deck chairs on the Titanic.
