   Ah, extrapolating from single examples to the general population again I see.   
      
   Just because *some* might be self-destructive enough not to care, that doesn't   
   mean *all* (or even most) would be.   
      
   And how much homemade tobacco or alcohol products can you buy? Even the   
   smuggled stuff tends to be made in controlled conditions and the smuggling is   
   to avoid taxes.   
      
   Even if the self-destructive types you assume all heroin users to be wanted to   
   buy unregulated heroin cut with who-knows-what, it would be much harder for   
   them to do so in a world where the heroin was legal and regulated.
