   Note that in the US one of the requirements of many homeless shelters is that   
   anyone intoxicated can't enter.   
      
   However, at least one homeless shelter has started catering specifically to   
   alcoholics and was even providing alcohol to ensure the homeless alcoholics   
   weren't dying or being mugged on the streets (some alcoholics absolutely   
   refuse to give up drinking), and also to ensure they weren't drinking things   
   like Sterno (which contains methanol) when they couldn't obtain ethanol-based   
   beverages.   
      
   Their philosophy was that it was more compassionate to maintain a live, safe   
   alcoholic than to have a result of a dead or injured one because one didn't   
   want to tolerate their drinking.   
      
   It also made it more possible to help them get off of alcohol if they had that   
   desire.   
      
   Most people with heavy drug addictions are unsuccessful in getting away from   
   the addiction the first time they try (or even the first few times they try).   
   If one wants to help the addicts (whether to legal or illegal drugs) with the   
   most difficult addictions, one must accept that even with the best of   
   intentions quite a few will backslide on occasion.
